Reporters recently learned from the Office of the Special Campaign Command of the Changjiang Chemical Enterprises in Hubei Province that by the end of 2018, 101 chemical enterprises along the Yangtze River in the whole province had completed the task of the Changjiang Chemical Enterprises Transfer List, of which 26 had been closed, 56 had been transformed, 7 had been relocated and 12 had been transferred to production, thus fully fulfilling the target task of 2018.

In June 2018, the Hubei Provincial Government issued the Work Programme for the Transfer of Chemical Enterprises along the Yangtze River in Hubei Province. All existing chemical enterprises that do not meet the planning zoning or safety and environmental protection conditions and have environmental pollution risks will be shut down or moved into compliance parks and upgraded. It is required that the transfer of chemical enterprises within one kilometre of the Yangtze River be completed by December 31, 2020, and that the transfer of chemical enterprises within one kilometre to 15 kilometres of the Yangtze River be completed by December 31, 2025.

Leading unit, Hubei Economic and Credit Office, introduced that relevant departments directly under the provincial government and municipal governments have established special campaign command headquarters. The task list of Customs reform and transfer involves 478 enterprises in 15 municipalities and prefectures. The task list of "one enterprise, one policy" has been established, the list of enterprises transferred through customs reform has been clarified, the way of Customs reform and transformation has been determined in accordance with the actual situation, the timetable has been worked out, the road map has been drawn up, and the responsible persons have been compacted.

The "package" policy measures support the transfer of customs. The General Office of the Hubei Provincial Government issued the Notice on the Implementation Opinions on Supporting the Transformation and Upgrading of Chemical Industry along the Yangtze River, providing policy support and measures from seven aspects such as finance, taxation, finance and land; allocating a total of 600 million yuan of special funds in the three years of provincial finance to support the diversion of employees and resettlement of relocation enterprises and subsidies for asset losses; and giving priority to relocation and transformation projects by provincial land and land departments.

The whole province will accelerate the relocation and transformation of chemical enterprises, the development of new products, intelligent manufacturing, energy saving and emission reduction, integration of two modernizations, and the construction of innovative platforms to promote the upgrading of chemical industry. The operation quality and efficiency of the petrochemical industry have improved markedly, and the effect of industrial transformation and upgrading has begun to show. From January to November 2018, the value added of the petrochemical industry in the province increased by 8.2%, which is higher than the province's industrial growth rate by 1.1 percentage points; the profit growth by 22.9%, which is higher than the province's industrial growth rate by 10.9 percentage points; and the main business income increased by 8.5% year on year, which is the fastest growth in the past four years.

According to the Department of Economic and Credit of Hubei Province, 2019 is the key year to overcome difficulties in the special campaign of transformation and transfer and to further promote industrial transformation and upgrading. The province plans to complete 91 list tasks, including closing 10, remodeling 38, relocating 30 and transforming 13, so as to ensure that the special campaign of transformation and relocation of chemical enterprises along the Yangtze River is endless.
