June this year is the 18th "Safety Production Month" in China. On June 13, at a press conference held by the Information Office of the State Council, the deputy director of the Office of the Work Safety Committee of the State Council and the deputy director of the Emergency Management Department, Sun Huashan, and other relevant departments, introduced the current situation of work safety and the relevant situation of the "Safety Production Month" activities, and answered questions from reporters.

Strengthening Intelligent Safety Supervision of Chemical Industry Park

Sun Huashan said that from January to May this year, more than 15,000 accidents and more than 10,000 deaths occurred in China, down 16% and 18.1% respectively from the same period last year. The total number of accidents continued to decline.

"We are also soberly aware that the current situation of safe production is still grim and complex." Sun Huashan pointed out that since this year, there have been many serious accidents in chemical industry, coal mine, metal and non-metal mine and construction, which have caused great losses to the safety of people's lives and property, reflecting the problems of improper concept of safety development in some regions and enterprises, improper grasp of safety production, inadequate preventive measures and inadequate ability of supervision and law enforcement.

"In response to these problems, the Ministry of Emergency Management has organized eight groups to conduct in-depth investigation and research at the grass-roots level, conducted open and secret visits to 14 provinces, 34 chemical parks and 94 chemical enterprises, and promoted local governments to learn lessons profoundly and strengthen improvement measures." Sun Huashan said.

The safety of chemical industry park is very important. If there are obvious short board enterprises in the park, domino effect will often occur. Therefore, it is imperative to strengthen the management of chemical industry park and use information and intelligent means to carry out safety supervision of chemical industry park.

Sun Huashan said that at present, the Ministry of Emergency Management is organizing and formulating "two guidelines" for risk investigation of chemical parks and hazardous chemicals enterprises to promote the implementation of the most stringent management and rectification of "one garden, one enterprise, one policy" in local areas. At the same time, we will accelerate the intelligent, automated and informationized transformation of key positions and dangerous processes in high-risk industries. By the end of the year, we will build online monitoring and remote monitoring systems for major hazard enterprises, and constantly strengthen the level of safety supervision.

Developing Expert Guidance Service to Investigate Hidden Risks

Hazardous chemicals production involves complex and diverse chemical process equipment, flammable and explosive materials, a wide variety of potential safety risks, is the top priority of safe production.

In recent years, with the rapid development of chemical industry, new processes, new technologies and new formats are emerging, the scale of the plant is expanding, the level of automation control is getting higher and higher, and the requirement for the specialization of safety supervision is getting higher and higher. However, at present, the problem of insufficient professional competence of safety supervision of hazardous chemicals at the grass-roots level is becoming increasingly prominent.

"To this end, the State Council Security Committee has innovated its working methods and organized trade associations and experts to provide three-year expert guidance services to 53 key counties of dangerous chemicals in China by means of government purchasing services." Sun Guangyu, Director of Dangerous Chemicals Safety Supervision and Management Department of Emergency Management Department, said.

Since its inception at the beginning of this year, as of June 13, the Office of the State Council's Security Commission has carried out five batches of expert guidance services in 46 key counties of 31 provincial statistical units throughout the country. A total of 11327 hidden dangers have been identified, including 420 major hidden dangers.

"The problems identified in the first round of expert guidance services have been supervised by the emergency management departments at the provincial and municipal levels to rectify the closed-loop. The second round of guidance services will be checked and verified to ensure that these hidden dangers are corrected in place." Sun Guangyu introduced.

The expert guidance service group of key counties also provides targeted guidance and training to local dangerous chemicals safety supervisors, principal enterprise leaders and safety managers, effectively enhancing the operational ability of grass-roots safety supervisors and improving the safety management level of enterprises.

"Safety Production Month" Enters the Front Line of Grass-roots Level

This year's "Safety Production Month" focuses on dangerous chemicals, with the theme of "preventing risks, eliminating hidden dangers and curbing accidents". Shen Zhanli, spokesman of the Ministry of Emergency Management and director of the Department of Public Information and Publicity, introduced that this year's "Safety Production Month" has carried out a wide range of activities such as public open day for safety production, safety production hall, finding potential safety hazards, emergency drills, and "Safety Production Wanli Travel".

During the Open Day activities, deputies to the NPC, members of the CPPCC, news media and family members of workers and staff members entered dangerous chemicals production plants and chemical industrial parks to observe and understand the production process and safety equipment facilities of enterprises.

According to incomplete statistics, since June, nearly 10,000 chemical and dangerous chemicals enterprises in China have organized public open day activities. Nearly one million people have entered production plants and chemical parks, listened to the introduction of safety production work of enterprises, visited production processes, process flow, equipment, pre-plan exercises and plant environment, etc.

The activities of the safety production hall have strengthened the sense of responsibility of the responsible persons of enterprises and promoted the implementation of responsibility. Shen Zhanli told reporters: "Through the activities of the safety production hall, the responsible comrades of the local security committees and administrative departments will give lectures to the leaders and management teams of dangerous chemical enterprises, chemical parks, and enterprise leaders will publicize the laws and regulations and knowledge and skills of safety production to employees, go deep into the front-line teams and exchange face to face."
